The OHP will place more than double the usual number of state troopers in those counties in order to maintain tighter controls on the highways and rural roads in these areas. The OHP stated that this program is necessary because it believes that when motorists are in rural areas, they are lulled into a false sense of security that can lead to inattention to their driving tactics and ultimately to Oklahoma car accidents.

According to the statistics kept by the state government, approximately 10,000 people every year are convicted of the offense of reckless driving in the state, and the penalties for this offense can include fines and the loss of points on a driver's license. In addition, nearly 70,000 Oklahoma car accidents occur on an annual basis overall, and these crashes lead to almost 25,000 injuries and to more than 600 fatalities.
